Sara Hiller

Sara Hiller is a Senior Program Officer who helps partners develop clear, community-centered strategies and work across sectors to bring them to life. She believes real progress happens when funders and organizations listen to communities, collaborate closely, and design programs that are grounded in how change actually happens on the ground.

Sara brings experience across the full arc of program work - from strategy and co-design to implementation, scaling, and monitoring and learning - giving her a practical understanding of what it takes to create programs that deliver real impact.

Before joining Panorama, she worked with government agencies, philanthropies, nonprofits, and corporations in the U.S. and internationally. Her experience includes managing public–private partnerships for USAID, strengthening civil society organizations in Myanmar and Pakistan, and supporting the Mastercard Center for Inclusive Growth to build and scale a national initiative for small business support. She has also contributed to research and strategy efforts with UNICEF and the Bill & Melinda Gates Foundation.

Sara holds an M.S. in Evidence-Based Social Intervention and Policy Evaluation from the University of Oxford and a B.A. from the University of Maryland in Government & Politics. Outside of work, she can be found exploring Maryland’s waterways, discovering new local coffee shops, or planning her next hike.
