
Results-Based Management, Evaluation & Strategic Planning Specialist
Ashley Hollister brings fifteen years of specialized expertise in monitoring and evaluation, strategic planning, and organizational development to international development organizations, social enterprises, and multilateral agencies. Her practice focuses on designing and leading complex evaluations that measure social transformation and systems-level change, with particular emphasis on gender-responsive approaches and women's economic empowerment.
Ashley has led evaluation teams across more than 30 countries, with deep experience conducting strategic assessments for Rome-based UN agencies including FAO, WFP, and IFAD. Her client portfolio spans UNFPA, UNICEF, UN Women, UNODC, WHO, and Sida-, FCDO-, and USAID-funded programs across sectors including inclusive agrifood systems, nutrition, humanitarian innovation, and social protection.
Her approach combines rigorous quantitative and qualitative methodologies with participatory evaluation practices that center local voices and promote equality. Ashley specializes in developing performance management frameworks, theories of change, and global reporting standards that strengthen organizational learning and accountability.
Ashley received her Master of Public Administration from Cornell University and her Master of Social Work from University of Michigan - Ann Arbor. In her free time, Ashley can be found hiking with her family or planning their next international adventure.
